We have a system that maybe we’ve understood backwards.
We get a title so we can navigate, when navigating should be part of the route to obtain that title.
Because passing an exam gives you a qualification. Experience, safety, and judgement at sea are gained by sailing.
My order would be different: first sail, learn, and make mistakes. Then, the title.

We get a licence so we can sail, when sailing should be part of the journey towards getting that licence.
